Antwerp is located in the former wetland region known until the 19th century as the Great Black Swamp. The area was avoided by the early settlers due to its thick forestation and extensive swamps and marshes. After the area had been drained, small industries developed here, and the construction of the canals along the Maumee River in the 1840s and the land reclamation project that followed helped convert the former swamplands into fertile farmlands, leading to the growth of a farming community in Antwerp.
In the late 19th century, Antwerp was the largest village in Paulding County; its economy was driven by a lucrative local logging industry. Accordingly, when the Wabash, St. Louis and Pacific Railway decided to erect a train station in the village, it was built larger than stations in most other communities in the region. After the train station closed in 1976, it was purchased by the local historical society; today, it is listed on the National Register of Historic Places as the “Antwerp Norfolk and Western Depot.”
As of the census of 2000, there were 1,740 people, 739 households, and 487 families residing in the village. The population density was 1,500. 1 people per square mile. A post office with the name Crane was established December 31, 1866; the name was changed to Cecil with effect from June 8, 1868.

Grover Hill is located at 41°01′07″N 84°28′37″W. According to the United States Census Bureau, the village has a total area of 0.3 square miles, all of it land.

Paulding is a village in and the county seat of Paulding County, Ohio, United States. It is located predominantly in Paulding Township. The population was 3,595 at the 2000 census.
Paulding was a planned community, founded in 1848 at the center of the county, and named after the county by speculators who expected to profit by moving the county seat. In 1851, the county seat was moved from Charloe, which had been the county seat for a decade; prior to that, court was held at Rochester. The town square is devoted to the courthouse, an orange brick structure surrounded by trees upon a spacious lawn. In the centennial year of 1876, the county commissioners determined to build a new courthouse, and visited many courthouses, finally deciding to erect a duplicate of the courthouse in Adrian, Michigan at a cost of $40,000. The courthouse was finished in 1886.
